AdPush/POP sources were updated with the targeting by SubID lists. It's placed right in the advanced settings of the entity (Targeting section):
To create a list simply click Create New List button (1) -> go to SubID lists > create. Once you have a list, you can select the type: White or Block (2). After that pick the list in the SubID Lists dropdown. Additional SubIDs (3) work like exceptions for IDs on a global list or separately from it. The option allows you to include and exclude certain IDs for specific source. E.g.: you don't have the list itself, but would like to block a few IDs, just select Block and Include to Additional SubIDs and then enter the IDs. Hence, you won't have a list itself but would be able to block several undesired SubIDs from being monetised.
